Unable to send emails from a Plesk server: Contact your Internet service provider since part of their network is on our block list

Symptoms

Emails sent from a Plesk server mailbox to a @gmail.com, @hotmail.com, @outlook.com, @yahoo.com mailbox, or any other external mail address cannot be delivered.

One of these bounceback messages is received:

Note: In the output below, the IP address 203.0.113.2 belongs to a Linux or Windows server on which Plesk is installed.
