Unable to access Plesk GUI after upgrade from Onyx to Obsidian: HTTP 500.19 – Internal Server Error

Symptoms

Unable to access Plesk GUI after upgrade from Onyx to Obsidian, one of the following error is shown when trying to access Plesk URL https://localhost:8443 from the same server:

HTTP Error 500.19 - external Server Error
The requested page cannot be accessed because the related configuration data for the page is invalid.
