Is it possible to secure webmail on domain without web hosting with an SSL certificate?

Yes, that is possible via the SSL It! extension. This possibility was introduced on version 1.4.0 from the extension.
It can be done as follows:

Log into Plesk;
Make sure that the SSL It! extension is installed at Extensions menu > My Extensions > SSL It!:
- If it is not installed, go to Extensions > look for SSL It! > click Install.
- If it is installed, make sure that the extension is on version 1.4.0; if it is on an older version, go to Extensions > Updates > click Check Now > then select SSL It! and click Update to update the extension.
Go to Domains > example.com > SSL/TLS Certificates > Install > leave the option Secure webmail on this option enabled > click Get it free:
